Our Story

Built for Maryland Families, by People Who Care

Rising Star Home Care Services was founded by Shem Ngetich, a registered nurse who saw firsthand how hard it is for families to find reliable, quality care for someone they love. He started Rising Star to bring clinical excellence and genuine compassion together under one roof, serving families across Harford, Cecil, and Baltimore Counties.

Paul joined as Director of Operations. He brings a background in process improvement and lean operations, and he built the systems and infrastructure that let Rising Star deliver care that is consistent, fast, and dependable. He visits clients regularly because relationships matter more than paperwork.

Rising Star is a division of Shedna Healthcare Services and is Maryland licensed, bonded, and insured. We are not a franchise or a national chain. We are locally owned and operated out of Bel Air, MD, and every care plan is personally overseen.

Shem Ngetich, RN

Founder & Director of Nursing

Shem founded Rising Star Home Care Services because he believed every family deserves home care that is clinically excellent and delivered with genuine compassion. As a registered nurse and AHA-certified CPR instructor, he leads all clinical operations and personally approves every care plan. His vision drives everything Rising Star does.

Director of Operations

Paul brings years of process improvement and lean operations expertise to Rising Star's day to day operations. He personally visits clients weekly, oversees service delivery, and founded the 1,000 Hearts Initiative, a free CPR training program serving community groups across Maryland.

Trisha

Care Coordinator

Trisha is the first voice most families hear when they call. She coordinates assessments, matches caregivers to clients, and guides families through the Medicaid enrollment process step by step.

Field Care Supervisor

Jane works directly with our caregivers and clients in the field, ensuring that every visit meets Rising Star's standards for quality and compassion. She conducts home visits, supports caregivers with real time guidance, and serves as the bridge between our care team and the families we serve. When something needs attention, Jane is there.

Registered Nurse

Jullianna is a registered nurse who brings clinical expertise and a caring presence to every client interaction. She conducts assessments, monitors client health, and works closely with Shem to ensure every care plan reflects the highest standards of nursing practice. Families trust Jullianna because she takes the time to listen and explain every step of the care process.

The 1,000 Hearts Initiative

Rising Star founded the 1,000 Hearts Initiative to provide free AHA-certified CPR training to community groups of 8 or more across Maryland. We believe that when more neighbors know how to respond in an emergency, whole communities become safer. It is one more way we invest in the people we serve, well beyond the homes we visit.
